Water Plan 2008-2013
Western Water's Water Plan 2008-2013 was developed in consultation with customer
and community groups and prepared in accordance with the Water Industry
Regulatory Order 2003 (WIRO) and Western Water's Statement of Obligations
(SoO) with the Minister.
The most significant consideration in developing the Water Plan was the
uncertainty of drought and climate change. More than a decade of below average
rainfall impacted on the business in a number of critical areas, specifically a
reduction in water usage income, increased costs for bulk water purchases from
external sources and an emphasis on promoting community conservation and
awareness campaigns.
The Water Plan 2008-2013 expresses a strong commitment to sustainability through
a culture of continuous improvement.

Statement of Obligations
Statement of Obligations June 2007 (Statement) imposes obligations on Western Water in relation to the performance of our functions and exercise of our powers. The guiding principles of the Statement are to:
- Manage water resources in a sustainable manner
- Integrate economic, environmental and social objectives into our operations
- Minimise the impacts of our activities on the environment
- Manage business risk
- Operate consistently with sound commercial practice
- Manage our busines for long term financial viability
- Undertake continuous improvement
- Collaborate with other public authorities and government agencies to meet regional needs.
The Statement also requires Western Water to prepare and deliver a Water Plan (see above) to enable the Essential Services Commission (ESC) to make a decision on our service prices.
The Statement is currently under review in response to changing requirements set out in the State Government's Our Water Our Future.
Greenhouse Gas Reduction Strategy
Western Water has developed a Greenhouse Reduction Strategy in alignment with the VicWater Greenhouse Emissions Reduction Framework. The Strategy outlines the steps that Western Water will take towards carbon neutrality or zero net greenhouse gas emissions for the business.
Water Supply and Demand Strategy
Western Water's Water Supply Demand Strategy (WSDS) is a plan to achieve a
sustainable balance between water supply and demand for the next 50 years.
The key objectives of the strategy aim to address the region's future water needs including conservation, (demand management), augmenting local resources, i.e. increasing the capacity of supply systems serving a specific area, as well as recycling water for appropriate reuse and considering external resources, such as water from the Melbourne system, when local resources are exhausted. Regional Action Plan
The Regional Action Plan details the State Government's Our Water Our Future initiatives for the Western Water region. In June 2004, the State Government released the Our Water Our Future action plan to secure Victoria's water future over the next 50 years. This landmark and comprehensive plan contains 110 actions to sustain and manage water at every stage of its cycle, from sources to conservation and through to recycling |

- smarter water use programs in urban areas such as smarter water pricing, education and awareness programs, Permanent Water Saving Rules and incentive programs
- actions to help secure water for agriculture, particularly through realising the opportunities of recycled water and
- actions to restore the health of the Werribee and Maribyrnong Rivers by recognising environmental water rights and undertaking river restoration works.
The Regional Action Plan presents a comprehensive set of directions which will help every member of the community - from individuals to business - play their part in securing our water future, together.

Drought Response Plan
Western Water was required by State Government to develop a Drought Response Plan for local water supply systems. Updated in August 2005 the plan provides a timely and effective response to prolonged dry conditions and a staged plan of action to reduce demand and/or augment supplies.
The plan includes Uniform Water Restriction Guidelines which apply across all Victorian water businesses. The guidelines include four stages of restrictions and complement Permanent Water Savings Rules, which apply at all times.
