New Customer Contributions (NCC)
On 1 July 2005, the Essential Services Commission (ESC) commenced regulation of Western Water's service prices.
The ESC reviewed our Water Plan and determined the prices that Western Water can charge for water and sewerage services for three years commencing July 2005. The determination includes Western Water's New Customer Contributions (NCCs) previously called Developer Major Works Charges. NCCs are subject to annual increases in line with the Consumer Price Index (CPI).
From 1 July 2007 in line with the CPI increases, Western Water's NCCs will be $527.45 per lot each for water or sewerage services, to a combined maximum charge of $1,054.90 per lot where both water and sewerage services are provided.
A lot is defined as any connection that is separately titled or is, or can be, individually metered ie multi-unit developments will be charged a NCC of $1,054.90 per unit.
The revised NCCs apply to all new notices issued by Western Water from 1 July 2007 and to developments where the words '...at the rate applicable at the time of payment..' are included in notices issued prior to 1 July 2007.
However, where an agreement is already in place to service a development, the NCC set by that agreement will not change and provision of infrastructure arrangements in that agreement will remain in place.
Western Water may also apply separate NCCs for commercial and industrial developments and out of step or specific subdivision developments. These charges will be subject to scrutiny and approval of the ESC.
Western Water no longer applies fixed fees for Engineering and Administration Charges and As Constructed Survey and Construction Audit charges and has moved to a system of full cost recovery for these activities for each development.
Developers will still be required to meet all costs associated with providing the water and sewerage infrastructure to service their development in accordance with Western Water's design and construction procedures and specifications.
